Zambian President Hakainde Hichilema has praised the recent Constitutional Court judgment regarding the eligibility of former President Edgar Lungu, emphasizing its clarity and intent.

Speaking at the third Public Private Dialogue Forum (PPDF) Day in Lusaka, Hichilema highlighted the importance of understanding the constitutional limits on presidential terms.

Clarity in Constitutional Interpretation

Hichilema stated that the court’s decision provided clear benchmarks for why Lungu is ineligible to run for another term.

He asserted:

“The intention of the Zambians when they established the concept of a limited term was clear: no one should serve more than two terms, regardless of whether it’s five years or any other duration. Even if you were sworn in and died the next day, it still counts as a term.”

The President emphasized that the PPDF’s purpose is to drive progress and economic growth, urging all stakeholders—ministers and public servants alike—to focus on delivering results.

He encouraged collaboration, stating that if anyone is uncertain about their responsibilities, they should seek guidance.

Progress in Public-Private Relations

Reflecting on his three years of collaboration with the private sector, Hichilema expressed satisfaction with the improved understanding between both sectors. He noted:

“Now three years down the line, we understand each other. The first platform was about setting up; the second was about beginning to understand each other; and now we truly comprehend one another.”

Promoting Respectful Dialogue

Hichilema also addressed the need for mutual respect in dialogues between the public and private sectors.

He criticized rude communications directed at government officials, urging individuals to express their concerns constructively:

“Dialogue means mutual respect. Some people are so rude that they write to a minister saying, ‘If I were president, I would fire you.’ Instead of that arrogance, just communicate what needs to be done and submit it through the PPDF.”

As Zambia moves forward with its governance structures, Hichilema’s remarks underscore a commitment to accountability and effective leadership.

The ruling on Lungu’s eligibility reinforces the importance of adhering to constitutional limits while fostering a collaborative environment between public institutions and private enterprises.
